Establishes a Foreign Adversary Fraud Office within the Arizona Attorney General's office to pursue legal claims against entities suspected of violating consumer fraud laws related to technology produced by foreign adversaries

Creates the Foreign Adversary Fraud Fund with a $500,000 appropriation from the state general fund in fiscal year 2026-2027 to staff the office and cover litigation costs

Fund balances exceeding $10,000,000 at fiscal year end transfer to a new Foreign Adversary Technology Rip and Replace Fund for removing foreign adversary-produced technology from critical infrastructure

Critical infrastructure covered includes gas/oil systems, water supply, electrical power, telecommunications, transportation, personal data storage/cybersecurity, and emergency services owned by the state, political subdivisions, or regulated utilities

Both the Fraud Office and Rip and Replace Fund provisions are set to automatically repeal on December 31, 2030 and December 31, 2031, respectively
