Enacts Arizona's participation in the Dentist and Dental Hygienist Compact, allowing licensed dentists and dental hygienists from participating states to practice in Arizona and other member states without obtaining additional state licenses.

Establishes a "compact privilege" system where licensees with qualifying licenses in good standing can practice in remote states after meeting requirements including passing national board examinations, completing clinical assessments, and satisfying any state-specific jurisprudence requirements.

Creates the Dentist and Dental Hygienist Compact Commission as a joint government agency composed of commissioners from each participating state to administer the compact, maintain a data system, establish rules, and collect fees.

Waives compact privilege fees for active military members and their spouses to facilitate relocation, while remote states may also reduce or eliminate their fees for military families.

Authorizes participating states to take adverse actions against licensees' compact privileges for violations, share investigative information, conduct joint investigations, and enforce subpoenas across state lines for disciplinary proceedings.
