Expands approved gasoline formulation options in Area A (counties with 1.2+ million population) to include federal Phase II reformulated gasoline, California Phase 2 and Phase 3 reformulated gasoline, federal conventional gasoline, and any EPA-approved blends.

Removes existing provisions allowing fuel suppliers to petition for waivers during ethanol supply shortages and replaces them with a new streamlined motor fuel waiver request process through the Associate Director.

Establishes a 7-day deadline for the Associate Director to evaluate waiver petitions, with waivers limited to 20-day periods and extensions also capped at 20 days.

Requires the Department of Agriculture to post on its website a list of all approved gasoline formulations by area and maps showing approved formulations and designated air quality areas.

Amends confidentiality protections under section 44-1374 to explicitly include communications between legislative leadership and their agents regarding fuel waiver petitions, exempting such communications from public records requirements.
