Appropriates $20,000,000 from the consumer restitution subaccount to the Attorney General in fiscal year 2026-2027 for grants to counties to establish or continue coordinated reentry planning services programs for incarcerated individuals.

Limits individual grant awards to no more than $2,000,000 per recipient over a two-year grant cycle.

Allocates up to $2,000,000 over the two-year cycle for a statewide database to support county participation in coordinated reentry planning services.

Requires grant recipients to demonstrate establishment of a formal coalition, dedicated in-jail program staff, cross-system recidivism tracking database, data sharing agreements, screening/assessment tools, and local contribution commitment by the end of the grant cycle.

Exempts the appropriation from standard lapsing provisions, allowing funds to remain available beyond the typical timeframe.
