Allows courts to order a party who violates or worsens a violation of a crime victim's constitutional or statutory rights to pay attorney fees and costs to the victim's counsel, including pro bono and legal aid attorneys.

Applies to all criminal cases pending or filed on or after the effective date of the legislation.

Amends Arizona Revised Statutes section 13-4437, which governs victims' standing to invoke rights and recover damages for violations.

Makes minor grammatical changes to existing language regarding victim immunity provisions (changing "Nothing in this section alters or abrogates" to "This section does not alter or abrogate").
