Requires the Arizona Board of Regents (ABOR) to review and approve or disapprove any gift, contract, partnership, cultural agreement, or other exchange between universities and foreign adversary nations at its first regular meeting after submission.

Mandates each university establish and publicly post a research security policy that safeguards research, promotes security culture, furthers national security interests, and mitigates threats from foreign adversary nations.

Requires university research security policies to comply with federal regulations on standardized disclosures, cybersecurity, foreign travel security, insider threats, and export controls to maintain federal funding eligibility.

Requires ABOR to submit an annual report by October 1 to the governor and legislature detailing each university's research security policies and the total number of grants, gifts, or donations from foreign countries exceeding $250,000 received in the preceding year.
