Requires the Arizona Auditor General to conduct a comprehensive feasibility review of light rail expansion in Maricopa County by December 31, 2027, in coordination with an independent transportation research entity

Mandates cost comparisons between light rail and alternative transit options including autonomous vehicles, bus rapid transit, passenger vans, and shuttle systems

Requires analysis of environmental impact per dollar invested, long-term economic benefits and costs, flexibility, scalability, and maintenance/replacement costs for light rail versus alternatives

Must evaluate construction impacts on small and locally owned businesses, including effects on visibility, access, parking, pedestrian and vehicular traffic, and potential revenue losses or closures

Report must include policy recommendations on future state involvement in light rail construction and whether state participation should continue, be modified, or discontinued; the act repeals automatically on June 30, 2028
