Extends the State Land Department through July 1, 2034 and establishes a new State Land Oversight Board consisting of nine voting members appointed by the Governor, Senate President, House Speaker, and legislative minority leaders.

Requires the department to adopt rules establishing time frames for processing applications, maintain a public list of license applications on its website, and subjects the department to penalties under section 41-1077 for failing to meet established deadlines.

Limits holdover lease provisions to 90 days maximum, with automatic three-year extensions if the department fails to act on renewals within that period, and requires reimbursement to holdover tenants for fair market value of improvements.

Mandates the department provide lessees at least six months' notice before lease expiration, including any proposed rental increases, changes to terms, and justification for renewal or termination decisions.

Requires the Oversight Board to submit annual reports to legislative committees beginning June 1, 2027, reviewing rulemaking, procedural efficiencies, and ensuring department compliance with state laws.
