Authorizes Arizona state and local government permanent public records to be kept on digital media in addition to paper, provided the digital format conforms to standards established by the director of the Arizona State Library, Archives and Public Records

Establishes that any digital medium meeting the director's standards is considered of durable or permanent quality for public records purposes

Requires public officers to create a compliant digital public record with proper certification and complete required notification procedures before destroying paper or other material records

Maintains the existing class 2 misdemeanor penalty for public officers who violate public records transcription and storage requirements
