Repeals Arizona Revised Statutes sections 9-500.38 and 11-269.16, which prohibited cities, towns, and counties from regulating auxiliary containers (such as plastic bags, cups, and food packaging)

Removes state preemption that previously prevented local governments from imposing taxes, fees, bans, or other regulations on auxiliary containers

Amends section 44-1648 to remove references to the repealed auxiliary container statutes while maintaining provisions related to scrap metal dealer licensing

Preserves local authority over business licensing of scrap metal dealers, including requirements for background checks and fingerprinting

Allows cities, towns, and counties to establish their own regulations on single-use containers and packaging materials
