Establishes a statewide electronics recycling program requiring manufacturers of computers, monitors, and televisions (with screens larger than 4 inches) to collect, transport, and recycle these devices from Arizona households and businesses free of charge beginning January 1, 2027.

Requires manufacturers selling covered electronic devices in Arizona to register annually with the Department of Environmental Quality, pay registration fees, and submit plans detailing their collection and recycling programs.

Mandates at least one collection site in every county and in each city with a population of 50,000 or more, with collection sites staffed and open at adequate frequency to serve area needs.

Creates the Covered Electronic Devices Fund to pay implementation costs, funded by registration fees, grants, and up to $500,000 annually from the existing Recycling Fund through July 1, 2028.

Exempts small businesses from manufacturer requirements, and excludes devices that are part of motor vehicles, industrial/commercial/medical equipment, or household appliances like refrigerators and microwaves.
