Requires county boards of supervisors to designate at least one polling place or voting center on the main campus of each state university in the county.

Mandates at least one early ballot drop box at each state university satellite location, community college campus, and community college satellite location in the county.

Amends Arizona Revised Statutes section 16-411 relating to election precincts and polling places.
