Reduces the inactivity period for closing an Arizona Empowerment Scholarship Account (ESA) from three academic years to one academic year if a parent does not renew the account.

Requires the Arizona Department of Education to notify parents by certified mail, email, and telephone that their child's ESA will be closed in 60 calendar days if not renewed after one year of inactivity.

Returns any remaining ESA funds to the state if a parent does not renew or respond within the 60-day notification period.

Maintains existing ESA program requirements including parental agreements to provide education in core subjects, restrictions on simultaneous enrollment in public schools, and approved uses of account funds.
