Prohibits selling, offering, or distributing vapor products containing nicotine that have received a marketing denial order from the U.S. Food and Drug Administration (FDA).

Makes it unlawful to sell vapor products that lack required FDA premarket authorization, with exceptions for products with pending applications submitted before August 8, 2016.

Establishes enforcement authority for the Attorney General, county attorneys, and city attorneys to pursue violations through civil action in superior court.

Creates a civil penalty of up to $500 per violation for selling non-compliant vapor products.

Effective date is January 1, 2026.
