Defines "patriotic youth group" as organizations serving individuals under 21 with educational purposes promoting patriotism and civic involvement, specifically those listed in designated chapters of Title 36 of the U.S. Code (such as Boy Scouts, Girl Scouts, and similar federally chartered youth organizations)
