Establishes the Medicaid Adult Comprehensive Dental Benefit Study Committee to evaluate expanding AHCCCS coverage beyond emergency care and extractions to include comprehensive dental care for adults

Committee consists of 13 members including state legislators from both parties, AHCCCS and DHS directors, patient advocates, dentists, a dental hygienist, a Medicaid health plan representative, and a health care economist

Committee must develop 10-year fiscal projections and dynamic financial models analyzing potential medical savings from reduced emergency room visits, hospitalizations, chronic disease management costs, and opioid prescribing

Required to examine federal funding options including waivers and demonstration projects, review best practices from other states, and identify barriers such as provider shortages and rural/tribal access disparities

Final report with findings and recommendations due to the Governor and Legislature by April 30, 2027, with the committee repealed on June 30, 2027
