Allows applicants for driver licenses and nonoperating identification licenses to provide an individual taxpayer identification number (ITIN) or consular identification card number as an alternative to a social security number.

Removes existing requirements that applicants prove their presence in the United States is authorized under federal law and eliminates provisions allowing the department to deny licenses to deported persons.

Requires driver licenses issued to applicants who do not provide a social security number to be marked "For driving privileges only. Not valid for identification."

Limits the validity period of driver licenses issued without a social security number to eight years, compared to validity until age 65 for standard licenses.

Prohibits the department from releasing social security numbers, ITINs, or consular identification card numbers to any person, including federal agencies for immigration purposes.
