Creates a civic leadership development special license plate in Arizona, contingent on a person paying $32,000 to the Department of Transportation by December 31, 2026 to cover implementation costs.

Sets the annual fee at $25, with $8 going to special plate administration and $17 as a donation to the civic leadership development special plate fund.

Establishes requirements for the recipient nonprofit organization: must be a 501(c)(3) founded in 2015 that provides leadership development and civic education for high school and college students, assists with voter education, and promotes traditional values including family values, fiscal responsibility, and respect for life, liberty, and justice.

Reimburses the initial $32,000 implementation fee to the person who paid it from the first donations collected, and limits administrative costs to no more than 10% of annual deposits.

Amends multiple sections of Arizona Revised Statutes (28-2351, 28-2403, 28-6501, 28-6991, 28-6993) to incorporate the new special plate designation into existing license plate and highway fund frameworks.
