Defines "large load customers" as entities using at least 50 megawatts at a single site during peak demand, including data centers, cryptocurrency mining centers, industrial facilities, manufacturing plants, hydrogen production facilities, and large buildings.

Requires public power entities to charge large load customers directly for all energy costs attributable to their demand, including fuel, generation, and transmission costs.

Mandates the Arizona Corporation Commission to impose the same requirements on large load customers served by public service corporations, with distribution system costs also included.

Prohibits energy costs incurred by large load customers from being passed on to other utility customers, protecting residential and smaller commercial ratepayers from subsidizing high-demand facilities.
