Requires the Arizona State Land Department to establish and collect an annual groundwater withdrawal fee from lessees of state agricultural land located outside active management areas or irrigation non-expansion areas

Mandates lessees report annually by March 31 the well location, quantity of groundwater withdrawn in the previous calendar year, and specific uses of that water

Deposits collected fees into the fund of the appropriate trust beneficiary

Expresses legislative intent that the groundwater withdrawal fee should reflect the fair market value of the water withdrawn

Applies specifically to groundwater used for irrigation purposes on state trust lands
