Expands water measuring device requirements to all nonexempt wells statewide, not just those in active management areas and irrigation non-expansion areas

Establishes new annual reporting requirements for groundwater withdrawals from nonexempt wells located outside active management areas and irrigation non-expansion areas

Exempts small-scale users from measuring and reporting: non-irrigation users withdrawing 10 or fewer acre-feet annually, and irrigation users with 10 or fewer contiguous acres not part of an integrated farming operation

Requires annual reports to include well registration number, location, quantity withdrawn, fuel/electricity consumed, and how groundwater was used or to whom it was delivered

Maintains existing $25 per month penalty (up to $150 maximum) for failure to file required annual reports by March 31 deadline
