Prohibits public service corporations and public power entities regulated by the Corporation Commission from contributing to political action committees that make expenditures for or against candidates, or to 501(c)(3) or 501(c)(4) organizations that influence Corporation Commission elections.

Bars utilities from using ratepayer funds for membership dues, charitable giving, advertising, investor relations, litigation over regulations, and costs for unregulated products or services.

Caps ratepayer-funded compensation for utility employees, directors, and officers at the governor's current annual salary.

Prohibits ratepayer funds from covering travel, lodging, gifts, entertainment, aircraft use, and food/beverage expenses for utility boards and officers.

Bans utilities and public power entities from using ratepayer money to lobby the legislature, requiring reports that disclose the funding source for any lobbying activities.
