Amends Arizona Revised Statutes section 45-105 to add a new priority directive for the director of water resources regarding aquifer management.

Requires the director to first prioritize the conservation and maintenance of Arizona's aquifers above all other considerations.

Establishes a secondary priority for protecting consumers of the state after aquifer conservation.

Places all other water uses at the lowest priority level, following both aquifer conservation and consumer protection.
