Requires governing bodies that canvass elections to have access before certification to all locations where election materials are created, handled, processed, tabulated, or stored, including tabulation centers, ballot storage facilities, and voter registration sites

Grants governing bodies the right to observe election procedures in person, examine and copy relevant documents and digital records, and receive assistance from election officials in locating materials relevant to certification

Allows governing bodies to designate employees or agents to conduct access activities on their behalf

Prohibits governing bodies from disrupting election conduct, violating voter privacy or ballot secrecy, and requires compliance with security clearances and nondisclosure requirements

Establishes enforcement through superior court injunctive relief or civil action by the attorney general, with violations classified as a class 2 misdemeanor
