Requires the Arizona Health Care Cost Containment System (AHCCCS) administration to submit an annual report by December 1 to the legislature, governor, and relevant committees regarding prepaid capitated contracts with nongovernmental entities

Mandates reporting on the percentage of contract monies spent on direct payments to healthcare providers for services in the previous contract year

Requires disclosure of administrative cost percentages broken down into five categories: health care quality improvement activities, program integrity and fraud prevention, taxes/licenses/regulatory fees, community reinvestment, and all other administrative activities

Adds new section 36-2904.01 to Arizona Revised Statutes governing expenditure transparency for AHCCCS prepaid capitated contractors
