Establishes the Solid and Hazardous Waste Citizen Suit Study Committee as a 9-member bipartisan body to examine whether Arizona needs citizen suit provisions in its solid and hazardous waste laws

Requires committee membership to include 2 House members and 2 Senate members from relevant committees, with each chamber appointing members from different political parties

Includes representatives from the Department of Environmental Quality, environmental groups, citizens' rights organizations, industrial interests, and solid/hazardous waste facilities

Committee must submit findings to the governor, House speaker, and Senate president by December 31, 2026

Committee automatically dissolves on June 30, 2027; members receive no compensation but may be reimbursed for expenses
