Requires the Arizona Department of Environmental Quality (ADEQ) to consult and cooperate in good faith with all 22 federally recognized Indian Tribes in Arizona before adopting policies, issuing permits, or making decisions that may affect tribal interests.

Mandates ADEQ establish a separate consultation policy for each of the 22 federally recognized tribes, developed in direct consultation with tribal leaders and including appropriate points of contact and geographic areas requiring automatic consultation.

Requires consultation policies to include commitments to respect tribal sovereignty, engage in government-to-government relationships, recognize federal trust responsibilities, and consider tribal views and traditional knowledge in decision-making.

Directs ADEQ to publish all tribal consultation policies on its website within 90 days of the effective date and notify the Governor's Office on Tribal Relations, all 22 tribes, and relevant tribal councils or associations.

Requires ADEQ to update each consultation policy by December 31 of every even-numbered year after direct consultation with tribal governments.
