Establishes data retention requirements for autonomous vehicles to record operational data 30 seconds before and after collisions or near-miss events, retained for at least 12 months.

Creates performance testing requirements for interactions with vulnerable road users (pedestrians, bicyclists) and distinct roadway participants (motorcycles), including detection under low-light conditions and response during unprotected left turns.

Imposes civil penalties up to $25,000 per violation per day for noncompliance, with penalties deposited into a new Autonomous Vehicle Safety Fund for safety testing, audits, and first responder training.
