Prohibits knowingly feeding pigeons in Arizona, with escalating penalties: warning for first violation, $100 civil penalty for second violation, and petty offense classification for third or subsequent violations

Adds pigeons to the existing list of wildlife that cannot be fed, attracted, or enticed in counties with populations over 280,000 (previously only tree squirrels and birds were exempted from the ban)

Exempts individuals who keep pigeons in properly maintained enclosures that meet specific requirements: located outside front yard, minimum 1 square foot per bird, compliant with local zoning/building codes, and odor-free

Creates a private right of action allowing individuals to bring civil lawsuits to enforce the pigeon feeding prohibition

Defines "pigeon" as birds of the family Columbidae and species Columba livia (rock dove, homing pigeon, carrier pigeon), and "food" broadly to include grains, seeds, bread, scraps, and improperly disposed garbage
