Moves Arizona's primary election date from the first Tuesday in August to the second-to-last Tuesday in July, beginning in 2026.

Reduces the deadline for processing provisional ballots after a general election with federal offices from ten calendar days to seven calendar days.

Allows county party chairmen to designate party representatives as observers at ballot replacement centers, voting centers, in-person early voting locations, and emergency voting locations.

Validates nomination petitions and local initiative petitions collected with the previous August 4, 2026 primary date, deeming them acceptable for the new July 21, 2026 primary election.

Declared an emergency measure, making the act operative immediately upon passage.
