Requires all Arizona employers to verify employment eligibility through the E-verify program after hiring and maintain verification records for the duration of employment or at least three years, whichever is longer.

Establishes escalating penalties for employers who recklessly hire unauthorized aliens: first violation results in license suspension and three-year probation with quarterly reporting requirements; second violation triggers license revocation for the business location where the unauthorized alien worked.

Third or subsequent violations result in indefinite suspension of the business entity's license or permit.

Allows any Arizona resident to petition the attorney general to bring enforcement action against an employer, with the attorney general required to respond within 60 days by filing a complaint or explaining why action is not warranted.

Exempts independent contractors and casual domestic labor performed within a household from the E-verify requirements.
