Prohibits public school employees and contractors from referring students to or using sexually explicit materials, with exemptions allowed for materials with serious educational, literary, artistic, political, or scientific value that have written parental consent on a per-material basis

Prohibits public library employees and contractors from referring unemancipated minors to sexually explicit materials or facilitating their access to such materials in any manner

Establishes a Class 5 felony penalty for public school or public library employees and contractors who violate these provisions with criminal negligence

Requires all current and future public school and public library employees and contractors to sign acknowledgment forms confirming they have read the applicable restrictions on sexually explicit materials

Defines "sexually explicit materials" as textual, visual, or audio content depicting sexual conduct, sexual excitement, or ultimate sexual acts including intercourse, fellatio, cunnilingus, bestiality, or sodomy
