Prohibits municipalities from issuing building permits for construction of buildings containing speaker or amplifying systems capable of emitting sounds at 70 decibels or greater five or more times daily.

Adds speakers and amplifying systems with capacity to emit 70+ decibel sound to the list of environmental nuisances that the Arizona Department of Environmental Quality director may take action to abate.

Expands municipal authority to regulate noise by allowing cities and towns to restrain and punish "sound created by a speaker or amplifying equipment" in addition to existing noise regulations covering bells, horns, and crying of goods.

Amends three sections of Arizona Revised Statutes: sections 9-240 (general powers of common council), 9-467 (building permits), and 49-141 (environmental nuisances).
