Allows cities and towns with populations between 1,000 and 10,000 persons to test bacteriological water samples on-site using equipment approved by the U.S. Environmental Protection Agency

Amends Section 49-241 to permit on-site bacteriological testing for aquifer protection permits issued to qualifying small municipalities

Amends Section 49-255.01 to include on-site testing provisions in the Arizona Pollutant Discharge Elimination System (AZPDES) permit program rules

Maintains existing requirement that bacteriological sampling for small cities and towns cannot be required more frequently than four times per month
