Extends the suspension of Arizona water banking fees in the Pinal Active Management Area from 2026 to 2030, maintaining the current exemption of up to $2.50 per acre-foot per year during this period.

Extends the groundwater and irrigation efficiency projects fee in the Pinal Active Management Area from December 31, 2026 to December 31, 2030, allowing continued collection of up to $2.50 per acre-foot per year.

Extends the deadline for distributing unencumbered monies from the temporary groundwater and irrigation efficiency projects fund from June 30, 2027 to June 30, 2032, with final distribution by December 31, 2032.

Delays the repeal of the temporary groundwater and irrigation efficiency projects fund statute from March 31, 2028 to March 31, 2033.
