Authorizes the Arizona Department of Environmental Quality director to adopt rules establishing fees for implementing an asbestos regulatory program consistent with federal regulations (40 CFR Part 61, Subpart M)

Requires all asbestos program fees collected to be deposited in the air quality fund established under section 49-551

Expands the air quality fund's funding sources to include fees collected from the new asbestos regulatory program in addition to existing motor vehicle registration fees, gifts, grants, and legislative appropriations

Specifies legislative intent that asbestos fees be set only at amounts sufficient to cover the department's actual expenses in implementing the asbestos regulatory program
