Establishes a Cargo Theft Task Force under the Attorney General to combat theft, diversion, embezzlement, and fraudulent acquisition of cargo or freight moving in interstate or intrastate commerce

Task force membership includes one full-time prosecutor, one paralegal, one support staff member, six investigators, and additional law enforcement personnel as designated by the Attorney General

Requires the task force to investigate cargo theft offenses, coordinate with federal, state, and local law enforcement agencies, and recommend cases for prosecution, including organized or repeat offenders

Mandates annual reports to the Governor and Legislature beginning July 1, 2027, covering investigations, prosecutions, stolen cargo recovered, restitution ordered, assets forfeited, and legislative recommendations

Defines "cargo" broadly to include goods at any stage of the supply chain, and "cargo theft" to encompass theft from commercial vehicles, railcars, warehouses, freight facilities, and distribution centers
