Authorizes the Arizona Department of Transportation director or designee to designate state highways or routes as "primitive roads"

Provides liability protection for the state and its employees from damages or injuries resulting from primitive road use, except for intentional injuries or gross negligence by employees acting within their scope of employment

Requires ADOT to place warning signs on primitive roads stating "Primitive road, caution, use at your own risk. This surface is not regularly maintained"

Amends section 28-7041 of Arizona Revised Statutes relating to state highways and routes
