Caps civil penalties issued by the Arizona State Board of Pharmacy at $25,000 maximum in any six-month period for both nondisciplinary penalties and disciplinary penalties against permittees not directly performing patient care

Authorizes the board and executive director to consider a licensee's, registrant's, or permittee's activities over the previous 48 months when determining civil penalty amounts below the maximum

Expands board authority to investigate and take disciplinary action against registrants in addition to licensees and permittees

Requires registrants (not just licensees and permittees) to notify the board of criminal charges, arrests, convictions, and disciplinary actions by other regulatory agencies

Adds registrants to notification requirements for updating contact information, employment changes, and license/registration renewals within specified timeframes
