Requires agricultural improvement districts to mail election notices to all eligible voters 90 days before elections, followed by mail-in ballots with prepaid return envelopes and voting instructions.

Mail-in ballots must be prominently labeled "official ballot" and the district must provide replacement ballots at convenient locations.

Maintains the option for in-person voting at designated polling places while adding the mail ballot requirement as a mandatory component of all district elections.

Completed ballots may be returned by mail or in person at the secretary's office or other designated locations, with a deadline of 7:00 p.m. on election day.

Amends Arizona Revised Statutes sections 48-2384 and 48-2384.01 governing election procedures for agricultural improvement districts.
