Creates a new class 6 felony offense of "child neglect" for a person having custody of a child who engages in harmful conduct involving neglect related to prenatal substance exposure (referencing existing statutory definitions in section 8-201, paragraph 25, subdivisions c and d)

Establishes an affirmative defense available to mothers who completed alcohol or drug treatment during their pregnancy

Adds section 13-3619.01 to Arizona Revised Statutes Title 13, chapter 36 (family offenses)
