Requires referral agencies to carry professional liability insurance of at least $1,000,000 per occurrence and $3,000,000 aggregate

Maintains existing disclosure requirements for referral agencies to inform prospective residents about fees and business relationships with assisted living facilities before making referrals

Retains civil penalties of up to $1,000 per violation for referral agencies that fail to comply with disclosure and documentation requirements
