Paid petition circulators must verbally disclose their state of residence and paid status when approaching potential signers, and must wear a visible badge displaying this information.

Circulator registration requirements previously applying only to statewide measures are expanded to include county, city, and town initiative and referendum petitions.

Municipal and county ballot measures proposing mandatory expenditures, establishing funds, or allocating funding must disclose the funding source sufficient to cover all immediate and future costs in the petition description.

Signatures collected by circulators who fail to make required disclosures are void and cannot be counted toward petition sufficiency.

The strict compliance standard for initiative measures, previously limited to statewide initiatives, is extended to apply to all initiative measures.
