Authorizes the Arizona Department of Environmental Quality to establish fees for reviewing public and semipublic swimming pools, with fees to be deposited in the water quality fee fund.

Exempts state agencies from paying the newly authorized pool review fees.

Directs that fees adopted by the department director be limited to amounts sufficient to cover the department's expenses in implementing the rules.

Makes technical amendments to existing statute language, including changing "prescribe" to "adopt rules" and "utilization" to "use" for consistency.
