Replaces the fixed $1.50 annual air quality fee for motor vehicle registration with a fee amount to be set by the Director of Environmental Quality through administrative rulemaking.

Maintains the existing $10 apportioned diesel fee for diesel vehicles over 8,500 pounds gross weight until the EPA grants a diesel fuel waiver.

Preserves air quality fund uses including research, monitoring, emissions reduction programs, and rule development for areas seeking attainment status.

Continues the requirement for the Department of Environmental Quality to transfer $400,000 annually to the Department of Administration in eight monthly installments.

Allows the current $1.50 fee to remain in effect until new rules establishing the fee amount are adopted.
