Prohibits health care providers, behavioral health professionals, health care institutions, sober living homes, and insurance producers from paying or receiving kickbacks, bribes, or split-fee arrangements for referring patients to sober living homes or for enrolling patients in substance use disorder services

Makes it unlawful for health care providers, health care institutions, or drug manufacturers to pay insurance premiums or subscription fees for patients enrolled in health benefits plans issued in Arizona

Prohibits licensed or required-to-be-licensed insurance producers from knowingly providing false or fraudulent information about a person's AHCCCS eligibility or enrollment status in connection with health insurance applications

Establishes penalties including a civil penalty of at least $1,000 per violation (doubled for serial offenders with two or more violations within ten years) and felony classifications ranging from class 3 to class 6 depending on the value of consideration involved

Expands the definition of "solicit" for insurance producers to include steering or encouraging persons with known health conditions to terminate existing health coverage and purchase replacement plans as a regular course of business
