School districts with 300+ employees that self-insure for health or disability coverage must obtain competitive quotes from authorized service providers at least once every four years to compare pricing.

Trusts, insurers, third-party administrators, and pharmacy benefit managers must provide detailed data to school districts at least 60 days before benefit year end, including enrollment counts, claims paid, and high-cost claimant reports.

Required prescription drug data includes national drug codes, ingredient costs, dispensing fees, rebates received, pharmacy benefit manager fees, and whether pricing uses pass-through or spread basis.

School districts may not renew coverage with providers that fail to submit the required information in a timely, accurate, and complete manner.

Exemption applies to school districts participating in nonprofit health care pools formed under section 11-952.01 that offer two or more network options and have a nonprofit administrator.
