Expands the scope of complaints that may be filed with the Administrative Rules Oversight Committee to include rules, practices, or policy statements that are "beyond an agency's statutory authority" in addition to those that are duplicative or onerous

Adds a new right under Arizona's Regulatory Bill of Rights allowing individuals to file complaints alleging that existing statutes, rules, practices, or substantive policy statements exceed an agency's statutory authority

Requires the Oversight Committee to include recommendations in its annual December 1 report to the legislature for addressing statutes, rules, practices, or policy statements that go beyond an agency's statutory authority

Amends Arizona Revised Statutes sections 41-1001.01 and 41-1048 relating to administrative procedure and regulatory oversight
