Requires electric and gas utilities in Arizona to file annual reports with the Corporation Commission by May 1, 2027 detailing expenses for trade association dues, charitable giving, political contributions, lobbying, advertising, attorney fees, and executive travel costs.

Mandates disclosure of employee names, job titles, compensation, and hours billed to ratepayer accounts for all business units engaged in political influence, advertising, or similar activities.

Requires utilities to clearly disclose in all public communications whether shareholders or ratepayers are funding the message, following campaign advertising disclosure standards.

Authorizes the Commission to investigate compliance and assess civil penalties up to $1,000 for utilities that fail to meet reporting requirements.

Applies to regulated electrical and gas public service corporations as well as agricultural improvement districts organized under state law.
