Requires law enforcement to impose civil penalties, issue citations, and report violations to both the license-issuing jurisdiction and the Federal Motor Carrier Safety Administration when drivers fail to provide required documentation

Permits law enforcement agencies to impound commercial motor vehicles and cargo when operators cannot provide proof of lawful presence, with impoundment charges assigned to the vehicle owner
